This study aims to clarify the legal ruling on the phenomenon of repeating Hajj and Umrah, if it results in evils and damages to those who perform the obligatory prayer for the first time, due to the severe crowding, as well as identifying its causes and factors affecting it, and the legal rules regulating the recurrence of Hajj and Umrah, and the statement of the effects of these phenomenon, and come up with solutions to the problems that result from it, so that decision-makers can prepare the knowledge background for organizing and planning the Hajj season, and providing decision-makers with answers to questions that may appear at the time of decision-making.
